Building The All-in-one Permit (omgevingsvergunning)

You may be contemplating alterations in or onto your home. Or you might want to build a fence or a shed in your garden. Before starting any such building project, we would strongly advise you to first consult with the Municipality, since a building permit (bouwvergunning) may be required for many such alterations. This can also apply for temporary structures.

The All-in-one Permit for Physical Aspects was introduced on October 1 2010 to replace a large number of permits and dispensations such as the following:

  • Construction permit (aanlegvergunning)
  • Alarm system permit (alarminstallatievergunning)
  • Dispensation from the zoning plan (bestemmingsplan, ontheffing)
  • Building permit (bouwvergunning)
  • Dispensation from the Flora and Fauna Act (Flora- en Faunawet, ontheffing)
  • Occupancy permit (gebruiksvergunning)
  • Driveway permit or egress permit (inritvergunning or uitwegvergunning)
  • Tree-felling licence (kapvergunning)
  • Environmental permit (milieuvergunning)
  • Listed building permit (monumentenvergunning)
  • Permit under the Nature Conservation Act (Natuurbeschermingswetvergunning)
  • Development decision (projectbesluit)
  • Advertising permit (reclamevergunning)
  • Demolition permit (sloopvergunning)

The permit is covered by the Environmental Licensing (General Provision) Bill (Wet algemene bepalingen omgevingsrecht, Wabo). The submission requirements, procedure and assessment criteria depend on the activities you will be carrying out.

Applying for an All-in-one Permit for Physical Aspects

You can use a single application form to apply for an All-in-one Permit for Physical Aspects from your local municipal authority. The application can be made online or in writing. You can do the permit check online before applying for the permit so that you are certain that you really need a permit. The permit check is only available in Dutch. You do not need to log in for it.

Applying online
You can apply for the All-in-one Permit for Physical Aspects online via Omgevingsloket online, which is a Dutch language website that will guide you through the application. When applying online you will need to identify yourself using the DigiD for Businesses system (DigiD voor Bedrijven). The login code for DigiD for Businesses is the same as the access code for the Trade Register of the Chamber of Commerce. You can apply for DigiD for Businesses at the Chamber of Commerce.

Applying in writing
You can also apply for the All-in-one Permit for Physical Aspects in writing via Omgevingsloket online. The automated system will then compile a printable version of the application form which you can print out, complete and return by post. You can also ask your local municipal authority for a paper copy of the application form. The municipal authority can also help you to complete the form.

Authorisation
You can also authorise another person to apply for the All-in-one Permit for Physical Aspects via Omgevingloket online, in which case the authorised user logs in with his own DigiD for Businesses.

Preliminary consultation with the municipality

In Omgevingloket online you can indicate that you would like a preliminary consultation with the municipality. You indicate this wish by opening up your application or draft application to the municipality, so that a representative of the municipality can read it. You discuss the feasibility of your plans with the municipality during the preliminary consultation. A preliminary consultation is not possible in some municipalities.

The municipal authority's preparation procedure

Once you have applied for the All-in-one Permit for Physical Aspects, the municipal authority's preparation procedure will start. The preparation procedure is the procedure that leads to a decision regarding your application. There are two types of procedure:

  1. Regular preparation procedure (basic applications)
    The municipal authority will decide within eight weeks whether or not you will be given an All-in-one Permit for Physical Aspects. The municipal authority can extend the deadline once by six weeks, provided the decision to do so is taken within the initial period of eight weeks.
  2. Extended preparation procedure (more complex applications)
    The municipal authority will decide within 6 months whether or not you will be given an All-in-one Permit for Physical Aspects. The municipal authority can extend the deadline once by six weeks, provided the decision to do so is taken within the first eight weeks.

Processing the application online via Message Box

If you apply for an All-in-one Permit for Physical Aspects via Omgevingsloket online, you can ask for your application process to be handled online via Message Box by stating your Message Box name with your application.

  • Drawing of existing buildings can be perused in room 216 in the Johan de Wittstraat 45, between 8.30 and 12.00 hrs.
  • Plans, published in the paper, can be viewed at the front office, Johan de Wittstraat 45, Monday through Friday from 8.30 hrs. to 16.30 hrs.
